<p>We&#8217;ve learnt a huge amount from listening to what grandparents and other family members who are looking after children have to say about what their lives are like; and we hope that our resources and campaigning on the issue has helped to raise the profile of this important group of carers and what needs to be done to help them support the children they love.</p>
<p>Mentor is an active member of the <a href="http://www.frg.org.uk/kinship_care_alliance_campaign.html" target="_blank">Kinship Care Alliance</a>, which brings together a range of organisations who campaign on issues of importance to kinship carers.</p>
<p>As part of that work the Family Rights Group are carrying out a survey of family and friends carers (kinship carers).  We ask that if you are a kinship carer that you take part in the survey which will help the Alliance to bring your voice to the table with politicians and civil servants.</p>

<p><strong>Pamplona, 28 de marzo de 2011. </strong>Los niños acogidos por familiares, porque sus padres no pueden atenderlos, presentan menos probabilidades de sufrir problemas de salud mental que aquellos que viven en centros asistenciales. Así lo indica una de las conclusiones de un estudio de la Unión Europea sobre el cuidado de menores por parte de familiares diferentes a los padres en el que ha participado la Clínica Universidad de Navarra.</p>
<p>En concreto, el estudio se centra en los cuidadores de la familia extensa, concepto que incluye a todo familiar del niño diferente a sus progenitores y que se ocupa del menor por periodos prolongados de tiempo, debido a distintas circunstancias que puedan atravesar sus padres: muerte, accidentes, inmigración, drogodependencia, cumplimiento de penas de cárcel… En la mayoría de los casos, suelen ser los abuelos quienes se encargan de este cuidado.</p>
<p><strong><span style="text-decoration: underline;">Fenómeno creciente en muchos países</span></strong></p>
<p>El proyecto “Share good practice in supporting Kinship carers to prevent substance related harm to young people- Kinship carers and prevention” fue desarrollado entre 2008 y 2011, se trata de un proyecto promovido por la Fundación Mentor para la prevención del consumo de drogas en jóvenes y financiado por la Unión Europea en su programa de Salud Pública (Public Health Executive Agency). Junto a la Clínica Universidad de Navarra, han participado centros de otros seis países europeos: Bélgica, Italia, Lituania, Reino Unido, Rumanía y  Suecia.</p>
<p>El cuidado de menores por parte de la familia extensa se ha convertido en un fenómeno creciente en muchos países, según explica el doctor Francisco Guillén Grima, responsable de la Unidad de Medicina Preventiva de la Clínica Universidad de Navarra. <strong>“Según la bibliografía consultada, en Estados Unidos más de seis millones de niños están siendo criados en familias encabezadas por abuelos u otros parientes y en Reino Unido se estima que alrededor de 100.000 niños menores de 13 años viven con un abuelo. En países como Rumanía, donde existe una fuerte inmigración, los padres que se marchan dejan a sus hijos al cuidado de los abuelos”.</strong></p>
<p>En España, añade el doctor Guillén, <strong>“En Navarra hay 135 familias en esta situación por lo que se puede estimar que en España habria unas 11.000 familias en esta situación”.</strong></p>
<p><strong><span style="text-decoration: underline;">Especialmente recomendable para niños maltratados</span></strong></p>
<p>Fruto de la revisión bibliográfica realizada por la Unidad de Medicina Preventiva de la Clínica se han obtenido, entre otras conclusiones, que <strong>“los niños en acogida por cuidadores de familia extensa tienen una ventaja en el logro de permanencia y mejora del bienestar sobre los niños en otro tipo de acogida”. </strong>Así mismo, se considera <strong>“especialmente recomendable la acogida por cuidadores de familia extensa en caso de niños maltratados”. </strong>En el mismo sentido, los resultados apuntan que “<strong>los niños que viven en centros asistenciales tienen más problemas de salud mental que los cuidados por miembros de la familia extensa”</strong>.</p>
<p>Por otro lado, la revisión ha analizado las consecuencias de esta situación para los cuidadores, abuelos en su mayoría. El doctor Guillén señala la aparición de problemas de salud, según muestran distintos estudios: <strong>“En algunos casos presentan mayor riesgo de enfermedad coronaria. Tienen también más probabilidad de sufrir limitaciones funcionales de salud, además de parecer cuidar menos su salud durante el periodo inicial de la acogida”. </strong>Igualmente se concluye que <strong>“asumir las responsabilidades del cuidado de los menores a tiempo completo se asocia con una mayor angustia psicológica para los cuidadores”.</strong></p>
<p>Por otro lado, el estudio advierte que si los abuelos se hacen cargo del menor de manera informal, <strong>“su falta de derechos legales puede crearles dificultades prácticas, por ejemplo, en el momento de matricular al niño en la escuela o de recibir atención médica”.</strong></p>
<p><strong><span style="text-decoration: underline;">Recomendaciones sobre salud y necesidades materiales</span></strong></p>
<p>Como consecuencia de las conclusiones obtenidas, la revisión bibliográfica propone una serie de recomendaciones encaminadas principalmente a mejorar la salud y el bienestar de los abuelos cuidadores, como la promoción de hábitos saludables. También se recomienda a los servicios sociales atender las necesidades materiales de los cuidadores, sobre todo en las etapas iniciales de la acogida.</p>
<p>Además de la revisión bibliográfica, la Unidad de Medicina Preventiva de la Clínica Universidad de Navarra ha contribuido con otras aportaciones, como la edición de un dvd que contiene entrevistas  con tres cuidadores de familia extensa, así como con profesionales relacionados con este ámbito: Javier Escrivá, director del Instituto de Ciencias de la Familia de la Universidad de Navarra; Maite Míguez, jefe del negociado de Acogimiento Familiar y Adopción del Gobierno de Navarra; Loren Albéniz, directora general de Familia y Consumo del Gobierno de Navarra; y el doctor Jorge Pla, director del Departamento de Psiquiatría de la Clínica Universidad de Navarra.</p>
<p>Con el fin de ayudar a los familiares cuidadores, esta Unidad también ha editado un guía legal, en una edición sencilla y otra más completa, al igual que una guía de recursos. Por otra parte la Unidad de Medicina Preventiva de la Clínica ha elaborado también una guía, dirigida a los profesionales de los servicios sociales, que servirá como base para la formación de profesionales que traten con cuidadores de la familia extensa.</p>

			<content:encoded><![CDATA[<p>Our partners in Abruzzo have recently finished making a short film in which two kinship carers talk about their experiences.</p>
<p>You will see that both carers speak warmly about the family groups that they have been involved with and the relationships they&#8217;ve built up with the social workers and psychologists that have worked with their families.</p>
<p>In the first interview we also see a story that shows that there are good outcomes for children and young people that have experienced kinship care, with the young man having secured a place at a university and working.</p>
<p>It is also clear just how much love there is in these families, with the grandfather calling his grandchildren &#8220;two treasures&#8221;, and pointing out how the older of the two looks for tips for life from him.</p>

<p>As Peer explained in <a href="http://www.slideshare.net/Mentor_UK/peer-7296955?from=ss_embed">his talk</a> the idea was to produce or adapt resources that can be used with a universal audience, with a targeted group, and ones that could be used as indicated prevention.</p>
<p>Attached is the resource they produced which is aimed at kinship carers as a companion piece to the Bobbie story; a story about a little dog which tries to teach children to become more resilient as a way of preventing drug use.</p>
<p>This book helps carers to understand what the Bobbie story is trying to achieve and gives practical advice to the reader on ways to develop the resilience of the child in their care.</p>

			<content:encoded><![CDATA[<p><a href="http://www.eukinshipcarers.eu/wp-content/uploads/2011/03/massey.jpg"><img class="alignright size-medium wp-image-770" style="margin: 5px;" title="massey" src="http://www.eukinshipcarers.eu/wp-content/uploads/2011/03/massey-300x168.jpg" alt="" width="240" height="134" /></a>Baroness Massey used <a href="http://www.theyworkforyou.com/lords/?id=2011-03-17a.393.0&amp;s">a debate</a> in the House of Lords to raise concerns about the position of kinship carers in England.</p>
<p>Baroness Massey is the current Chair of the <a href="http://www.nta.nhs.uk/">National Treatment Agency for Substance Misuse</a> in England, and was the chair of <a href="http://www.eukinshipcarers.eu/2011/01/27/forgotten-families-family-and-friends-carers-and-alcohol-or-drug-misuse/">the seminar</a> I recently addressed in the House of Lords about the issues of kinship care and substance misuse.</p>
<p>She said:</p>
<blockquote><p>Some families have particular needs. The noble Lord, Lord Northbourne, was thinking of grandparents. I am thinking of grandparents with sole care of their grandchildren because their son or daughter is dead, in prison, or addicted to drugs or alcohol. I have raised the issue before in your Lordships&#8217; House, and some concessions have been made but, frankly, such grandparents are still in serious difficulty. Outcomes for children who go into care with family or friends are so much better, socially and academically, than those for children who go into other forms of care that such grandparents deserve more financial help and other support. They save the state millions but they sometimes have to scratch around, filling in endless forms, for a pittance. Do the Government have any plans to look at this situation again?</p></blockquote>
<p>In responding to that particular point Lord Hill, the Parliamentary Under Secretary of State for Education, says:</p>
<blockquote><p>I do not believe that the Government have any plans to move on financial assistance, but I will take that point back. As anyone who has had children knows, the relationship between grandparent and grandchild is a very special one both ways, and is often far less complicated than the one between child and parent. I agree entirely about the importance of grandparents.</p></blockquote>
<p>Information we had at our conference earlier this week suggested that there is a willingness to look at the way the benefits system affects kinship carers across the UK.</p>
<p>However, we know that this is a complex task and inevitably that means it will probably take a long time to get reforms.</p>
